Broadband Stimulus Grants : Demand And Supply

The American government had instituted a broadband stimulus funding to bridge the digital divide between the haves and have-nots. But is the supply sufficient to meet the demand? Here are some statistics
Number of American households without internet access in 2008 : 58 million
Number of American households with no internet in 2014 : 40 million (estd.)
Broadband stimulus granted : $7.2 billion Or $164 per household.
Actual stimulus needed per household : $1,500 per household Or $60 billion.
This report by Insight research claims the actual stimulus required is thus seven times the grant currently allocated.
