State run telecom service provider – the Bharat Sanchar Nigam Limited (BSNL) is learned have invited Expression of Interest (EOI) from interested parties who would be willing to take upon the business of customer acquisition, marketing and sale of 3G services on behalf of the carrier.

According to reports on the Business Standard, the company has decided to take the franchise route in order to cut costs. Bharti Airtel will take its first steps on African soil in the country of Uganda. Speaking to Ugandan publication, the Daily Monitor, Manoj Kohli – the CEO of Bharti Airtel Africa spoke about his plans for Africa in general and Uganda in particular.

Uganda is among countries with the lowest tele-density in the world – at 30%. Bharti Airtel is learned to be investing over $100 million over the next two to three years to improve this tele-density by investing in the rural segment.

However, there are quite a few challenges for that to happen. The Ugandan market has one of the highest inter-connect fees in the world. Kohli has however indicated that the company shall partner with the government to reduce interconnect fees in favor of increasing penetration. He says that the company is aiming at becoming a market leader in the long term.

It will be interesting to see how that pans out.

One of the latest entrants to the Indian telecom game, S Tel – a joint venture between the Chennai based Siva Group and Bahrain Telecom, has announced that the company shall be rolling out 3G services in the country by the third quarter of the 2011-2012 fiscal.

The company already has a presence in Himachal Pradesh, Bihar, Jharkhand & Orissa and plans to make its foray into Assam and North east by August of this year. Having gained close to 1.2 million users in six months of operation, S Tel has an optimistic view of the growth in this sector moving forward.

However, the company’s plans with respect to 3G remain unclear at the moment. S Tel’s strategy has been to focus on the less-competitive circles like Bihar and Jharkhand which have lesser competition for a reason – poor ARPU. It is not clear how S Tel plans to recoup its investments made to win the bids in West Bengal, Himachal Pradesh and Bihar. Nevertheless, it is an interesting time for the company and we will definitely keep you posted on this one.
